Within 90 days following the effective date of this chapter, the owner of any commercial or industrial source of sound may apply to the administrative officer for a variance in time to comply with the provisions of this chapter. The administrative officer shall have the authority, consistent with this section, to grant a variance (not to exceed 365 days from the effective date of this chapter). The same procedures and consideration by the administrative officer as followed under this chapter shall likewise apply.
