The provisions of this chapter shall be administered and enforced by personnel of the Jersey County Code Administrator office (herein referred to as the "Code Official") through an inspection of the wind energy conversion system every year. The Code Official and his/her deslgnee are hereby granted the power and authority to enter upon the premises of the wind energy conversion system at any time by coordinating a reasonable time with the operator and/or owner of the facility. Any person, firm, or corporation who violates, disobeys, omits, neglects, refuses to comply with, or resists the enforcement of any provisions in this section may face fines of not less than $100 nor more than $750 for each offense. A separate and distinct offense shall be regarded as committed each day the violation remains uncorrected.
