§ 33.005 PURCHASES IN EXCESS OF $30,000.
   Bids for purchases above the $30,000 threshold shall be awarded in the same manner as set forth in § 33.004, except these additional requirements shall pertain.
   (A)   All contracts in excess of $30,000, other than professional services, shall be awarded by competitive sealed bidding, or as otherwise approved by the County Board.
   (B)   A public invitation shall be made in the form of advertising for bids in a newspaper published within the county, or in general circulation within the county, or public notice through the internet website maintained by the county government, or other means available in order to obtain far ranging bid solicitation. All bids shall be received in the County Board office on, or before, the date and time set forth in the advertisement.
   (C)   The County Board may also take into consideration whether a bidder is a private enterprise or a state controlled enterprise and, notwithstanding any other provision of this section or a lower bid by a state-controlled enterprise, may let a contract to the lowest responsible bidder that is a private enterprise.
   (D)   Contracts in cooperation with the federal government, state government or purchases of used equipment, purchases at auction or similar transactions which by their very nature are not suitable to competitive bids, or purchases pursuant to the Illinois Governmental Joint Purchasing Act, being 30 ILCS 525/, may be made accordingly without formal bids by the county, but will otherwise meet the requirements of this subchapter.
