(A) Purchases of, or contracts for, materials, supplies, equipment, improvements or services for which funds are provided in the budget, where the total amount to be expended is between $500 and $5,000, shall be made by the appropriate department head, in consultation with the appropriate County Board standing oversight or ad hoc committee and with delegated authority by the County Board.
(B) All practical efforts should be made to solicit bids from at least three persons or entities engaged in the business of furnishing such materials, supplies, equipment and public improvements or rendering such services. An award shall be made to the business offering the lowest acceptable quotation. Adequate records to document the efforts and results of obtaining competitive price quotations shall be maintained.
