(A) Purchases of, or contracts for, materials, supplies, equipment, improvements or services for which funds are provided in the budget, where the total amount to be expended is not in excess of $500 shall be made at the discretion of the department head, in consultation with the respective County Board standing oversight or ad hoc committee.
(B) While these purchases may not require formal or informal competitive bidding, they shall require prior approval and oversight by the respective department head.
