(A) The purpose of this subchapter is to provide for the fair and equitable treatment of all persons involved during purchasing by the county, to maximize the purchasing value of public funds in procurement and to provide safeguards for maintaining a procurement system of quality and integrity.
(B) Consequently, the following should be recognized.
(1) Purchases by the County Highway Engineer shall be in accordance with this subchapter, except that such purchases shall be reported to and approved by the County Board Committee on Roads and Bridges, and where appropriate, forwarded to the County Board for report and approval.
(2) It is recognized that certain county officers, elected officials and agencies may have independent statutory authority to purchase their own services, materials, equipment and supplies. These county officers, officials and agencies are encouraged to pursue the processes set forth in this subchapter.
(3) Single purchases or contracts of any amount shall not be broken down to amounts less than the limits of their respective section in an attempt to circumvent the objective of this policy.
