After warrants or bonds of local improvement district 9 for curbs, gutters and sidewalks for the city have been issued, this chapter shall constitute a contract by the city and the holder or holders of such bonds, and shall be and remain irrepealable until such warrants or bonds or both, and the interest accruing thereon, shall have been fully paid, satisfied and discharged.
