The local improvement guarantee fund is created for the purpose of guaranteeing, to the extent of such fund the payment of local improvement warrants and bonds, and the interest thereon, and the payment of other bonds or warrants, or both, and interest thereon, which may hereafter be issued against any local improvement district in the city for the payment of local improvements therein.
