15.24.190: MOBILE HOME PARK SAFETY REGULATIONS:
A.   The location and arrangement of each mobile home park shall meet the approval of the board of investigators. Where there could be possible time response delays for emergency equipment (fire, police or ambulance services) occasioned by a single access to a mobile home park (such as might be caused by railroad crossings, limited access highways, one-way streets, grades which can become impassable under snow or icy conditions) a second access or emergency access roadway shall be provided. A site plan shall be provided to the fire and law enforcement agencies having jurisdiction.
B.   Access to a mobile home for fire protection services shall be such as to permit fire apparatus to approach within one hundred feet (100') of each mobile home.
C.   Mobile homes shall not be located closer than fifteen feet (15') from any other mobile home or permanent building within or adjacent to the mobile home park. A mobile home accessory building or structure shall not be closer than five feet (5') from any adjacent mobile home or mobile home accessory building or structure.
D.   Water supplies for fire department operations shall be required by the authority having jurisdiction. Where there are no such requirements, water supplies shall be adequate to permit the effective operation of at least two (2) 11/2-inch hose streams on any fire in a mobile home or elsewhere in the mobile home park whether the supply is derived from hydrants connected to an underground water supply system, a reservoir or water supply source of not less than three thousand (3,000) gallons (suitably accessible for fire department drafting operations), or fire department apparatus equipped with a water tank(s) constructed in accordance with the NFPA "Standard For Automotive Fire Apparatus" (NFPA 19-1975). Hydrants, if provided, shall be located along streets or public ways readily accessible for fire department use and located within two hundred fifty feet (250') of all mobile home lots. Hydrant hose coupling threads shall conform to those specified in the referenced standard.
E.   Mobile home park owners shall maintain the park area free of dry brush, leaves, rubbish and weeds which might communicate fires between mobile homes and other buildings in the park.
F.   Owners shall keep the area under and around their units free from accumulation of rubbish (paper), leaves, and brush. Containers shall be provided for disposition of rubbish and a collection system maintained. Burning of rubbish shall be prohibited within the boundaries of any mobile home park.
G.   Owners shall not place empty liquefied petroleum gas containers under a mobile home. Empty containers shall be left in place if there is more than one container. If the mobile home LP gas supply is limited to one container and a replacement has been secured, any empty fuel containers shall be stored in the area designated for such storage.
H.   Operators of vehicular equipment should observe the posted signs and shall keep all designated fire lanes and access to fire hydrants open at all times. (Ord. 628 §19, 1980)
