Any person who engages in the business, trade, practice or work of plumbing without a license issued by the city, or performs work without a permit as provided by section 15.12.060 of this chapter, or who violates any provision of this chapter, or the rules or regulations made by both the commissioner of law enforcement and the state plumbing board, or who refuses to perform any duties lawfully enjoined upon him by this chapter, or by the state plumbing inspector within the prescribed time, or who fails, neglects or refuses to obey any lawful order made by the duly authorized officers or agents of the city or the state plumbing inspector, shall be guilty of a misdemeanor.
