A. It is unlawful for any person whether acting as principal, agent or employee, to do or cause or permit to be done any plumbing or drainage work in the city until a permit is obtained, and no work shall be commenced until such permit has been issued by the city clerk.
B. All permits shall be void after sixty (60) days from date of issue of such permit if the work has not been commenced within sixty (60) days after the date of issuance of the permit.
C. Permits shall be issued only to a person holding a valid license issued by the city; provided, however, that a permit shall not be required for the clearing of stoppage or repairing of leaks in pipes, valves, fixtures, appliances or appurtenances of any plumbing system when such work does not involve or require any functional rearrangement of pipes, valves or fixtures comprising the plumbing system.
