15.04.030: PERMIT REQUIREMENT; MISREPRESENTATION OF COSTS UNLAWFUL:
A.   It is unlawful for any person, whether he be the owner, contractor or employee of an owner, to start any work in connection with the erection, building, or construction of a building, or to do any work in connection with the repair, alteration or improvement of a building, whereby the terms of this chapter a permit for the erection, building, repair, alteration or improvement is required, before a building permit has been granted under the terms of this chapter.
B.   It is unlawful for any person to misrepresent the estimated value of the cost of any building, alteration, repair or improvement. (Prior code §6-5)
