This chapter shall be in full force and effect immediately upon its passage, approval and publication, and shall be retroactive to January 1, 2003, to the extent permitted by the act, with the effective date of the base assessment roll covered by the original revenue allocation area remaining at January 1, 1998, and the first amended revenue allocation area remaining at January 1, 1999, and the second amended and restated revenue allocation area remaining at January 1, 2000.
