The city council hereby finds and declares that the third amended revenue allocation area as defined in the third amended South Lincoln plan, includes that portion of the third amended project area, the equalized assessed valuation of which the council hereby determines is in and is part of the third amended South Lincoln plan, is likely to continue to increase as a result of the initiation and completion of urban renewal projects pursuant to the third amended South Lincoln plan.
