A. No domestic water service shall be provided to any new structure which is constructed on prime farmland as that term is defined and identified by the United States department of agriculture, natural resource conversation service, if the new structure would cause the land upon which it is located and which it is surrounded by to lose its designation as prime farmland.
B. The foregoing restriction shall not apply to any land, however designated, within the city limits, or on any land under the jurisdiction of the city's newly adopted comprehensive land use plan zoning and subdivision ordinance, which is being developed in accordance with the comprehensive plan.
