13.36.010: DEFINITIONS:
For the purposes of this chapter, the following words and phrases shall have the meanings set out below:
   APPROVING AUTHORITY: The public works director of the city; or his duly authorized deputy, agent, or representative.
   BIOCHEMICAL OXYGEN DEMAND (Abbreviated As BOD): The quantity of oxygen, expressed in parts per million required for the aerobic biological oxidation of organic solids in waste or sewage under laboratory conditions of five (5) days' incubation at a temperature of twenty degrees centigrade (20°C). The laboratory determination shall be made in accordance with procedures set forth in the definition of "Standards Methods" of this section.
   CHLORINE REQUIREMENT: The amount of chlorine in pounds required to meet the chlorine demand and still produce a specified residual chlorine content. Chlorine residual shall be expressed in parts per million, and shall be determined in accordance with procedures outlined in the definition of "Standard Methods" of this section.
   CITY: The city of Jerome, Idaho.
   COMBINED SEWER: A sewer receiving both surface runoff and wastewater.
   COMMERCIAL BUILDING: All buildings or premises used for any purpose other than a dwelling unit, but not an industrial waste contributor.
   DWELLING UNITS: Buildings and structures that are constructed and used primarily for residential purposes. Any building or structure which has been constructed or altered to provide for two (2) or more families or households, or which has been constructed or altered to accommodate travelers or transients, shall also be considered a dwelling unit(s).
   GARBAGE: The residue from the preparation and dispensing of food, and from the handling, storage, and sale of food products and produce.
   GROUND GARBAGE: The residue from the preparation, cooking, and dispensing of food that has been shredded to such degree that all particles will be carried freely in suspension under the flow conditions normally prevailing in public sewers with no particle greater than one-half inch (1/2") in any dimension.
   INDUSTRIAL USER: All sewer users which discharge an industrial waste as defined by the definition of "Industrial Waste" of this section.
   INDUSTRIAL WASTE: Any flow discharged to the sewer wastewater treatment facilities containing one or more of the following:
   A.   A total of more than thirty (30) pounds of suspended solids in any one day.
   B.   A total of more than thirty (30) pounds of BOD in any one day.
   C.   A total flow of more than 0.025 million gallons per day in any one day, or a flow that will average more than 0.025 million gallons per day for a monthly period.
   PARTS PER MILLION: A weight to weight ratio. The formula PPM times 8.345 times million gallons per day shall be used to compute organic and solids loading for purposes of the definition of "Industrial Waste" of this section.
   PERSON: Any and all persons, natural or artificial, including any individual, firm, company, municipal or private corporation, association, society, institution, enterprise, governmental agency, or other entity.
   pH: The logarithm (base 10) of the reciprocal of the hydrogen ion concentration expressed in moles per liter. It shall be determined by one of the procedures outlined in the definition of "Standard Methods" of this section.
   PUBLIC SEWER: A sewer provided by or subject to the jurisdiction of the city. It shall also include sewers within or outside the city boundaries that serve one or more persons and ultimately discharge into the city sanitary or combined sewer system, even though those sewers may not have been constructed with city funds.
   SANITARY SEWER: A sewer that conveys domestic, commercial, or industrial wastes, or a combination of the three (3), and into which storm, surface, and ground waters or unpolluted industrial wastes are not intentionally admitted.
   SERVICE CHARGE: The assessment levied on all users of the public sewer system.
   SEWER: A pipe or conduit for conveying wastewater or any other waste liquids, including storm, surface, and ground water drainage.
   SEWERAGE: The system of sewers and appurtenances for the collection, transportation, and pumping of wastewater and industrial wastes.
   SHALL; MAY: "Shall" is mandatory; "may" is permissible.
   STANDARD METHODS: The examination and analytical procedures set forth in the most recent edition of "Standard Methods For The Examination Of Water, Sewage, And Industrial Wastes", published jointly by the American Public Health Association, the American Water Works Association, and the Federation of Sewage and Industrial Wastes Association.
   STORM SEWER: A sewer that carries storm, surface, and ground water drainage, but excludes domestic, commercial, and industrial wastes.
   STORMWATER RUNOFF: That portion of the rainfall that is drained into the sewers.
   SUSPENDED SOLIDS: Solids that either float on the surface of, or are in suspension in water, domestic, commercial, or industrial waste, and which are removable by a laboratory filtration device. Quantitative determination of suspended solids shall be made in accordance with procedures set forth in the definition of "Standard Methods" of this section.
   UNPOLLUTED WATER OR LIQUIDS: Any water or liquid containing none of the following: free or emulsified grease or oil; acids or alkalies; substances that may impart taste and odor or color characteristics; toxic or poisonous substances in suspension, colloidal state or solution; odorous or otherwise obnoxious gases. It shall contain not more than thirty (30) parts per million each of suspended solids or biochemical oxygen demand. Analytical determinations shall be made in accordance with procedures set forth in the definition of "Standard Methods" of this section.
   WASTEWATER: The water carried human, animal, or household wastes in a public or private drain, and may include ground water infiltration, surface drainage, and industrial wastes.
   WASTEWATER TREATMENT PLANT: An assemblage of devices, structures, and equipment for treating domestic, commercial, and industrial waste.
   WASTEWATER TREATMENT WORKS: All facilities for collecting, pumping, treating, and disposing of domestic, commercial, and industrial waste, and it includes sewers as well as the waste treatment facilities. (Ord. 722 §6, 1990: Ord. 620 §2, 1978: Ord. 586 §§101-128, 1976)
