It is unlawful for any person:
A. To place in any ditch earthen dams or checks;
B. To injure, damage or destroy ditches, laterals, pipes, flumes, culverts or other devices within the city by which irrigation water is conveyed or distributed to the inhabitants thereof, or to permit livestock of any kind owned by him or in his charge to trample down, damage, injure or destroy the same.
