It is unlawful for any unauthorized person to change, alter, destroy, disturb, meddle, tamper or interfere with, any head gate, dam, weir, water box or other measuring or delivery device, placed, used or regulated by the water commissioner when such device is being used for the measurement or delivery of irrigation water, or to meddle, tamper or interfere with the dam or turn irrigation water so as to disarrange the schedule of distribution of the municipality and thereby deprive any user or landowner from the uninterrupted use and benefit of his turn and rotation of such water.
