12.20.020: OBSTRUCTION OF STREETS AND SIDEWALKS; GENERALLY:
A.   In General: "Obstruction of streets and sidewalks generally" shall mean:
   1.   Obstruction Of Street Or Sidewalk Prohibited: It is unlawful for any person to place or leave or permit to be placed or left in any street, or sidewalk, or alley, any wagon, cart, dray, barrow, handcart, sleigh or other vehicle, or any lumber, wood, timber or any other article or thing whatsoever, in such a manner as to obstruct or interfere in any manner with the public use of any street or sidewalk.
   2.   Parking Of Trailer, Motor Home Or Boat Transporter: It is unlawful for any person to place, leave, or permit to be placed or left in any street any trailer, motor home or boat transporter for more than seventy two (72) consecutive hours.
   3.   Exception: Any "speed trailer", "reader board", "display board" or public safety device used for law enforcement or prevention purposes is excepted from the prohibited conduct set forth above.
B.   Definitions: For the purposes of this chapter, the following words and phrases shall have the meanings ascribed to them in this subsection:
   MOTOR HOME: A vehicular unit designed to provide temporary living quarters, built into an integral part of or permanently attached to a self-propelled motor vehicle chassis.
   TRAILER:
   1.   Generally: Every vehicle without motive power designed to carry persons or property and for being drawn by motor vehicle.
   2.   Fifth Wheel Trailer: A vehicular unit equipped in the same manner as a travel trailer, but constructed with a raised forward section that allows a bilevel floor plan. This style is designed to be towed by a vehicle equipped with a device known as a fifth wheel hitch, which is typically installed in the bed of a pickup truck.
   3.   Fold Down Camping Trailer: A vehicular portable unit mounted on wheels and constructed with collapsible partial side walls, which fold for towing by another vehicle and unfold at the campsite to provide temporary living quarters, for recreational, camping or travel use.
   4.   Park Trailer: A trailer designed to be towed by a motorized vehicle, and of such size and weight as not to require special highway movement permit. It is designed for seasonal or temporary living quarters and may be connected to utilities necessary for operation of installed fixtures and appliances. It is hooked on a single permanent chassis and constructed to permit setup by persons without special skills.
   5.   Pull Trailer: Every vehicle without motive power designed to be drawn by another vehicle and attached to the towing vehicle by means of a reach or pull or by being boomed or otherwise secured to the towing vehicle, and ordinarily used for transporting long or irregularly shaped loads such as poles, pipes, or structured members capable, generally, of sustaining themselves as beams between the supporting connections.
   6.   Semitrailer: Every vehicle without motive power designed for carrying persons or property and for being drawn by motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by the towing vehicle.
   7.   Travel Trailer: A vehicular unit, mounted on wheels, designed to provide temporary living quarters for recreational, camping, travel or emergency use and of such size or weight as not to require special highway movement permits when towed by a motorized vehicle.
   8.   Utility Trailer: Every trailer or semitrailer designed primarily to be drawn behind a passenger car or pickup truck for domestic and utility purposes. Utility or domestic use shall include a farm trailer while being used to haul agricultural products or livestock from farm to storage, market, or processing plant, or returning therefrom.
   9.   Speed Trailer, Reader Board, Display Board Or Other Public Safety Device: A "utility trailer", cart, or other public safety device owned and/or used by law enforcement or a public agency which is equipped with a device capable of measuring and displaying in large digits the speed of oncoming traffic. Reader boards or display boards are owned by a public agency to make public service announcements.
   TRANSPORTER: Any vehicle combination designed and used specifically to transport assembled boats and boat hulls.
C.   Violation; Penalty: Any person who violates a term or provision of this section should be guilty of an infraction punishable by a fine of twenty five dollars ($25.00) including court costs and fees.
