Unless a different meaning is apparent from the context or is specified elsewhere in this code, the following definitions shall be used:
HIGHWAY: A way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. "Highway" includes streets and roads.
MOTOR VEHICLES: A motor vehicle as defined by Idaho Code section 49-123(g) as it now exists or may hereafter be amended.
UNIMPROVED PRIVATE PROPERTY: Under this chapter means any parcel of land under common ownership which contains no buildings or which is not surfaced with cement, concrete, asphaltic concrete or other similar material, or which does not have a hard surface made up of a mixture of rock, sand or gravel bound together with a chemical or mineral substance other than natural soil.
