All garbage or rubbish may be hauled by the city in its own vehicles by its own employees, or the city may enter into a contract for the hauling of the same with any person or persons with adequate equipment to properly haul such garbage and rubbish as required by this chapter or the city may issue a permit or license to any person to haul such garbage or rubbish.
