8.04.060: UNAUTHORIZED COLLECTION:
It is unlawful for any person, other than the city, its agents or employees, or a person holding a permit or license issued by the city, or having a contract with the city, for such purpose, to collect or convey, through, over, or upon any street or alley within the city, any "garbage", night soil, or "rubbish" as defined in section 8.08.010 of this title. (Prior code §9-6)
