(A) The Commission shall require, regardless of development density, curb and gutter on the down-slope side of the street surface in a hillside subdivision to assist in erosion control. The curb system on the down-slope side shall be provided with catch basins and culverts as necessary to carry run-off waters to the natural drainage course.
(B) Curb and gutter shall be constructed to the following specifications.
(1) The base for the curb and gutter shall be well compacted on the existing base.
(2) Curb and gutter shall be portland cement concrete meeting State Highway Commission specifications.
