§ 31.05  USE OF COUNTY-OWNED VEHICLES.
   (A)   The principles of the county employee policy are hereby reconfirmed. The county expects employee help and cooperation in making the county an efficient and responsive county government. Employees are expected to recognize the importance of providing each and every person with the most efficient service and facilities within monetary constraints.
   (B)   Specifically the following is expected from employees:
      (1)   To take professional pride in the employee’s work;
      (2)   To be neat in person, dress and work habits;
      (3)   To treat every person with respect and courtesy;
      (4)   To leave personal problems at home; and
      (5)   To give a full day’s work for a full day’s pay.
   (C)   Above all, the county expects every employee to constantly preserve and maintain professional integrity, while at the same time protecting the interests of the county. The county expects every employee to be proud of the county.
   (D)   The county will provide a clean, healthy, safe place to work.
      (1)   The county will pay fair wages in line with the job requirements and performance.
      (2)   The county will provide steady employment as far as possible.
      (3)   The county will treat each person with respect and consideration.
      (4)   The county will earnestly try to avoid any favoritism of one employee over another.
   (E)   It is the principles that state the county will avoid any favoritism of one employee over another and the county’s commitment to providing the most efficient service to county constituents and protecting the interest of the county that cause the county to create a policy for use of county owned or leased vehicles. If a single employee is allowed to take home a county vehicle without justification for providing a service to the constituents of the county, then in order to avoid favoritism, the county would be compelled to allow all employees who drive a county owned vehicle for county purpose to be allowed to take home such vehicle. This has implications for numerous departments; increased operating cost, exposure to abuses and criticisms from the public.
   (F)   The County Sheriff and the Sheriff deputies are permitted to take home the police vehicles as this policy provides additional security to the citizens of the county and allows for a quicker response in an emergency for an off-duty officer.
   (G)   Therefore, the Commissioners prohibit personal use or taking home county owned or leased vehicles unless pre-approved by the County Commissioners.
