Prior to opening a new bed and breakfast establishment or retail food establishment or upon transfer of ownership of an existing establishment, the owner or prospective owner shall submit a plan review application to the County Health Department for its review. Said plan shall provide the information requested by the Department. The Health Department shall review the application or conduct an initial inspection to determine its compliance with health codes and this chapter before issuing permits required by this chapter.
