The Board of Commissioners of the county, in order to regulate the public disposal of household rubbish, the gathering of such rubbish and to provide funding for the collection, removal and disposal thereof, does hereby establish and declare that fees shall be paid by all persons placing residential solid waste in the county solid waste collection system, whether such collection be by deposit by county solid waste containers or by any other type of delivery to or collection by any agency of the county.
