Department supervisors and the city’s various boards and other units established by statute or ordinance of the Common Council may submit separate policies to the Common Council for approval and establishment for those departments, boards, or other units; provided, that each such policy must comply with the minimum requirements provisions of I.C. 36-1-20.2 and I.C. 36-1-21.
