Abandoned vehicles and junk cars are detrimental to the health and safety of the general public and are hereby declared to be a public nuisance and a health safety hazard. For these reasons, the city shall have the authority to identify, remove and dispose of abandoned vehicles and junk cars, as defined by this chapter, in accordance with the provisions of this subchapter.
