An owner of real estate who has received] notice of violation of this chapter, or who has received a bill for abatement of a violation under this chapter, may appeal the same to the Board of Public Works of the City of Jasonville. The appeal shall be initiated by delivering written notice of the owner's intent to appeal to the Clerk-Treasurer of the city within five days after receipt of a notice of violation or a bill for the abatement of the violation. The appeal shall thereafter be referred to the Board of Public Works and Safety for hearing at its next regular or specially called meeting. The owner shall be given at least five days' written notice of the meeting, and shall be entitled to appear in person and/or by representation to be heard on his or her appeal.
