(A) For residential premises and all multi-family dwelling units and mobile homes located and situated inside the corporate limits of the city, trash collection by the city or the city's contractor shall occur once each week.
(B) All ordinary and usual household waste to be collected shall be packed and securely contained in commercially available plastic bags and shall be placed in 96 gallon totes provided by the city or its independent contractor.
(C) Household waste in paper sacks, wrapped in paper, or in cartons shall not be collected, nor shall any household waste not placed in the appropriate 96 gallon tote.
(D) Loose and open trash, and garbage shall not be collected.
(E) Heavy trash collection shall occur a minimum of twice each year, once during the spring of the year and once during the fall, plus at any other time deemed necessary by the Mayor.
(F) Collection will occur for one week after proper advertisement in a local newspaper at least seven days prior to the designated day.
(G) Residents wishing heavy trash collection shall notify the Waterworks Office by telephone at least 24 hours prior to the designated heavy trash collection day.
(H) For a fee of $20 per heavy trash item, the city shall collect and dispose of “heavy trash,” as defined herein, within seven days of a request by a citizen of the city and payment of the afore described fee. The request shall be made in person at the City Utility Office and the fee shall be payable prior to any obligation of the city to collect and dispose of the heavy item. Pickup of the heavy trash item shall be scheduled upon payment of the aforementioned fee.
(I) No person shall place, put or deposit any trash, garbage, waste or rank elements, either placed in any type of container or bag, or any empty trash container or bag in any tree row, street or on that person's property or residence in a manner so that it is visible from a public street, except for the designated collection day each week or the designated heavy trash collection day and no earlier than the day before any designated collection day. Furthermore, all containers or empty trash containers shall be removed from the tree rows, sidewalks, street or on that person's property or residence in a manner so that it is visible from a public street by the end of the person's normally or re-scheduled trash collection day if the trash collection day falls during the week of a city authorized and approved holiday.
