(A) Effective January 1, 2018 (utility bills due February, 2018), every person who either owns or rents residential property, multi-family dwelling units or mobile homes receiving water service from the city and within the corporate limits of the city shall be charged a monthly solid waste collection to be added as a separate charge on his or her monthly water bill and payable at the City Utility Office. The fees shall be charged pursuant to the following schedule:

(B) Regardless of how payments may be designated, partial payments of the combined water, solid waste collection, gas, and sewer bill shall be applied first to the solid waste collection bill; second to the water bill; third to the sewer bill; and last to the gas bill.
(C) Excluded from this fee are business and commercial concerns, and governmental entities.
(D) If a residential owner or occupant does not pay the monthly trash collection fee within 60 days after it becomes due, the city shall discontinue the collection service to that residential unit, and it will be the obligation of the owner or occupant to either make other arrangements for trash collection and removal or pay the past due fees plus a continuation of service charge of $25 for resumption of city service to that residence.
(E) Failure to pay the collection fee for a period of 90 days after it becomes due shall result in the city attaching a lien on the applicable real estate as an additional assessment to the property taxes applicable thereto.
(F) Regardless of how payments may be designated, partial payments of the combined water, trash collection, recycling and sewer bill shall be applied first to the water bill; second to the trash, recycling and heavy trash collection bill; and last to the sewer bill.
(G) Household waste collection and disposal bills that remain unpaid 30 days past the stated due date on the utility bill shall incur an additional 10% penalty. The city shall also be entitled to collect its reasonable attorneys' fees, fees and costs incurred in enforcing this provision.
(H) The amount of the monthly trash collection fee shall be periodically reviewed by the Common Council and the Mayor and no more than 24 months shall elapse without a review.
