The following provisions constitute an agreement between the city and the Volunteer Fire Department, as authorized by the state code.
(A) The Department shall maintain adequate firefighting services including, but not limited to, operators, apparatus, and equipment so that reasonable fire protection will be provided to the private and public property of the city.
(B) (1) In consideration for the services, apparatus, and equipment to be rendered pursuant to division (A) above, the city shall provide a building in which the apparatus and equipment of the Department may be maintained and the members of the Department may meet and train on a regular basis; provided, however, that such facility shall be used only for these purposes and maintained by the Department.
(2) Any rental fees or income generated by any other use of the building shall be deposited with the Clerk-Treasurer and credited to the General Fund. Further, the city shall pay to the Department:
(a) A quarterly clothing allowance equal to $50 per Department member;
(b) EMC Insurance Company;
(c) Each member will be paid quarterly in accordance with the city salary ordinance. Members will be paid for participation based on the Fire Department point system;
(d) A quarterly automobile allowance equal to $50 per Department member; and
(e) A quarterly salary equal to $8.75 per Department member.
(C) The parties acknowledge that the Department is wholly owned by the city, is an unincorporated Volunteer Fire Department, and that this agreement between the parties is executed and delivered solely for the purpose of complying with a directive from the state’s Board of Public Accounts.
(D) This agreement shall bind the parties in perpetuity as is, unless amended specifically by ordinance.
