§ 32.03 EMPLOYEES POLICIES AND PROCEDURES.
   (A)   Holidays.
      (1)   All full-time employees be given the following paid holidays:
         (a)   New Year’s Day;
         (b)   Martin Luther King’s Birthday;
         (c)   President’s Day;
         (d)   Good Friday;
         (e)   Memorial Day;
         (f)   Independence Day;
         (g)   Labor Day;
         (h)   Columbus Day;
         (i)   Veteran’s Day;
         (j)   Thanksgiving Day;
         (k)   Friday after Thanksgiving; and
         (l)   Christmas Day.
      (2)   The day preceding and following holidays of scheduled workdays must be worked to qualify for paid holidays. If holiday falls during a scheduled vacation, an extra day for holiday will be received.
   (B)   Vacations.
      (1)   Vacations shall be earned when employee performs services an average of 35 hours per week, at regular pay.
 
First year: one-half day earned per month worked
6 days
Second year: one day earned per month worked
12 days
Ten years: three additional days on anniversary date of hire
15 days
Fifteen years: three additional days on anniversary date of hire
18 days
Twenty years: two additional days on anniversary date of hire
20 days
Maximum:
4 weeks
 
      (2)   One week of vacation must be taken as a unit, remaining vacation days may be taken singularly or consecutively, ten days’ notice before date. Vacations may not carry over from year to year. Under state law, employee may not be paid in lieu of vacation.
   (C)   Termination (death, firing, leaving). Upon severance from service, an employee not having taken vacation shall be paid for his or her vacation at the time of separation from employment, pro-rated according to time worked and salary.
   (D)   Sick days. Five days per year; extended sick days up to eight weeks while under a doctor’s care after special consideration. Catastrophic illness will come before the Board to reach a decision. A doctor’s release is required before returning to work. Sick days may not be carried from year to year.
   (E)   Hiring. Applications will be taken. The city is an equal opportunity employer. Applications will be reviewed and interviews given to qualified persons.
   (F)   Travel. The Mayor, Clerk-Treasurer, Council members, department heads, and other authorized personnel are allowed travel privileges. Travel expenses, lodging, and per diem costs shall be allowed when necessary. Mileage rates will be established annually by the Council.
   (G)   Minimum wage and compensatory time. The current minimum wage standard will be complied with. Compensatory time off is permitted for overtime worked, including lunch hours not taken. An extra day off per month is granted to compensate for not using city-provided insurance.
   (H)   Utility work rules.
      (1)   The working hours for all utility office forces will be from 8:00 a.m. until 5:00 p.m. No personnel will be in office before 8:00 a.m. or after 5:00 p.m. unless authorized by Council. One hour allowed for lunch;
      (2)   Working hours for other utility workers will be from 7:30 a.m. until 4:30 p.m. One hour for lunch;
      (3)   Overtime work will be held to a minimum;
      (4)   Premises will be kept clean at all times. It is the responsibility of each worker to clean up his or her own debris;
      (5)   Utility-owned vehicles will be used for company use only;
      (6)   Workers will not leave job site unless the department head is notified;
      (7)   All departments will help each other when needed and their own schedule permits;
      (8)   Shop employees will be permitted in office on business only;
      (9)   Mail to be opened by person to whom addressed or to the authorized person in each department;
      (10)   Profanity will not be used in office at any time;
      (11)   Full cooperation will be expected between gas and water personnel at all times;
      (12)   Extra office help will work three collection days and two days per month, each department (for a total of 28 hours each utility) each month. Any other time worked will be so directed by the Clerk-Treasurer;
      (13)   The business of each department will be discussed at the utility office and not all over the city;
      (14)   A ten day notice to the Mayor must be given before vacation time can be taken;
      (15)   Stamps, paper products, gasoline, oil, fittings, and the like, are not to be used for employee personal use. They are the property of the utility; and
      (16)   The rules stated above are to be strictly enforced. Any violation of the above is just cause for dismissal.
   (I)   Utility Clerk compensation. When a regular Utility Clerk is on vacation or ill and unable to work, also at any time extra help is needed that the Clerk-Treasurer if agreeable, the Clerk-Treasurer may work the job of the Utility Clerk and be paid over and above his or her regular city and utility salaries, at a rate the same as the regular Utility Clerk salary.
   (J)   Personal financial responsibility. All city employees are expected to maintain personal finances consistent with normal business practices. As part of this policy, he or she should keep utility bills and other obligations to the city on a current basis.
   (K)   Bereavement leave. Employees wishing to take time off due to the death of an immediate family member should notify his or her supervisor immediately. Up to three days of paid bereavement leave will be provided to regular full-time employees. Bereavement leave is calculated on the base pay rate at the time of absence, and will not include any special forms of compensation. Bereavement leave will normally be granted unless there are unusual business needs or staffing requirements. Employees may, with their supervisor’s approval, use any available paid leave for additional time off as necessary. IMMEDIATE FAMILY is defined as the employee’s spouse, parent, child, sibling; the employee’s spouse’s parent, child, or sibling.
