(A) The Housing Authority is hereby authorized and directed to develop and adopt plans for the inspection of dwelling units subject to the provisions of this chapter, including:
(1) A plan for the periodic inspection of multiple dwellings and rooming houses governing the licensing of the operation of such dwellings; and
(2) A plan for the systematic inspection of dwelling units contained within the city, as may from time to time be designated by the Housing Authority.
(B) Before making inspections pursuant to a plan authorized in division (A)(2) above, the Housing Authority shall advise the public of the plan to inspect.
