(A) Strip mining of coal within the corporate limits of said city shall be abated by the Common Council by the service of a notice by said Council upon the person, firm, or corporation which shall be engaged in such activities, demanding the cessation of such operations and the abatement of such nuisance, and by an appropriate action to enforce such abatement.
(B) Such notice and demand may be served by delivery of copy thereof to any person in charge of such corporation or any agent or officer of any such person, persons, firm, or corporation, or upon any such person, persons, or member of such firm, at least five days prior to the commencement of such action, and by any officer or agent of said city thereunto duly authorized by the Common Council.
