If the owner of the real estate has been served with the initial notice of the violation by certified mail, first class mail or equivalent service and has failed to abate the violation, a continuous abatement notice may be posted at the property at the time of the initial abatement by the city, which shall serve as notice to the; owner that each subsequent violation during the same calendar year may be abated by the city, its agents or contractors without further notice.
