§ 91.32 PROHIBITION OF YARD WASTE ON CITY PROPERTY.
   (A)   Yard waste cast, blown, placed or deposited on a public right-of-way, including but not limited to city streets, alleys, sidewalks, ditches, gutters, drains, curbs and other public areas tends to interfere with city's utility services, most notably the drainage of storm-water and also tends to create an unsafe condition for drivers, motorcyclists, pedestrians and bicyclists. Accordingly, yard waste cast, blown, placed or deposited on a public right-of-way is hereby declared to be a nuisance and an endangerment to the public health, safety and welfare of the citizens of the city.
   (B)   It shall be unlawful for the owner of any real property located within the corporate limits of the city to cast, blow, place, or deposit upon or otherwise cause yard waste to be placed on a public right-of-way. The owner shall be responsible for the actions and omissions of its agents, contractors, employees resulting in a violation of this provision.
