§ 91.31 PROHIBITION OF RANK VEGETATION AND WEEDS.
   (A)   Rank vegetation and the uncontrolled growth of grass and weeds to a height exceeding nine inches tends to provide harborage for undesirable insects, rodents and other vermin, contributes to the blight of neighborhoods and is hereby declared to be a nuisance and an endangerment to the public health, safety and welfare of the citizens of the city.
   (B)   It shall be unlawful for the owner of any real property located within; the corporate limits of the city to permit any rank vegetation, as defined herein to grow or e:xist on the owner's property, and it shall further the unlawful for the owner to permit weeds or grass to grow to a height exceeding nine inches.
