(A) When any person is in violation of this subchapter, notice of such violation may be served on such person by United States registered or certified mail, return receipt requested, by any resident of the city. The person so notified shall have seven days after the date of such notice to comply with this subchapter. If, upon the expiration of the said seven-day period, the person given notice has not complied with this subchapter, it shall be the duty of the Chief of Police to order the Street Commissioner to cause the weeds and other rank vegetation to be cut or removed or cause the neglected property to be maintained in accordance with this subchapter.
(B) It shall be the duty of the Street Commissioner to comply with any order of the Chief of Police issued pursuant to this subchapter.
(C) (1) The Street Commissioner shall keep an accurate account of the expenses incurred hereunder, which shall be paid from the City Treasury upon the voucher of the Street Commissioner, verified under oath.
(2) The cost of such cutting, removal, or maintenance shall be a lien on such property from the time the same is paid on such voucher, and shall be placed upon the tax duplicate and collected as taxes are collected and turned into the City Treasury.
