For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
NEGLECTED PROPERTY. Real property which is not kept nor maintained in a reasonably clean and orderly manner and to a standard conforming to other premises in that neighborhood.
WEEDS AND OTHER RANK VEGETATION. Any growing weed in excess of 12 inches in height or any plant which exhales offensive or noxious odors or from which there may be carried any injurious, offensive, or annoying pollen, dust, down, particles, or seeds.
