It shall be unlawful for any person, firm, or corporation to own, maintain, or control any real estate within the corporate limits of the city upon which there has been permitted to accumulate rubbish, garbage, food stuffs, filth, debris, or other matter deleterious to health or constitute a fire hazard, and from rodent infestation.
