(A) Vehicles moving east or west in Main Street shall have the right-of-way over vehicles moving north or south in streets intersecting with Main Street; and in all other streets, vehicles moving north or south in north-south streets shall have the right-of-way.

(B) It shall be unlawful for any person or persons operating or driving an automobile or other motor vehicle or any other vehicle upon the streets of the city to make a complete or a full turn at any of the following street intersections, to wit:
(1) At the intersection of Meridian and Main Street;
(2) At the intersection of Lawton and Main Street;
(3) At the intersection of Washington and Main Street;
(4) At the intersection of Park Avenue and Main Street; and
(5) At the intersection of South East Washington and Main Street.

(C) Any person or persons found guilty of violating any of the provisions of divisions (A) or (B) above shall, upon conviction, be fined any sum not less than $1 nor more than $25 and court costs for each such violation.
