(A) The Mayor shall cause traffic lanes and crosswalks to be placed at strategic points of ingress and egress to all school properties and all street intersections.
(B) It shall be unlawful for any person or persons in the city to cross any streets except at points so designated by crosswalks, and if a crossing guard is present at the intersection, shall follow the orders of said person.
