The Board of Public Works and Safety may adopt and enforce such reasonable regulations not in conflict herewith as it may be deemed necessary for the safe, economical, and efficient management of the city’s sewerage system and for the construction and use of building (or house) lateral sewers and connections to the sewerage system, which regulations may include limitations of or prohibition of introduction of storm water, surface water, and ground water into the sewerage system.
