(B) In the event two or more users discharging sanitary sewage, water, or other liquids into the city’s sewerage system, either directly or indirectly, are users of water and the quantity of water is measured by a single water meter, then in such case for billing purposes, the quantity of water used shall be averaged for each user and the minimum charge and the sewer charges shall apply to each of the users served through the single water meter.
(C) (1) In the event two or more dwelling units such as trailers, apartments, or housekeeping rooms discharging sanitary sewage, either directly or indirectly, are users of water and the quantity of water is measured by a single meter, then in such case for billing purposes, the quantity of water used shall be averaged for each user and the minimum charge and the sewer charges shall apply to each of the units served through the single water meter.
(2) In the case of trailer parks, the number of dwelling units shall be computed and interpreted as the number of trailers in use in said park, plus any other dwelling units served through the meter. A dwelling unit shall be interpreted as a room or rooms or any other space or spaces in which cooking facilities are provided.
(D) Where a metered water supply is used for fire protection as well as for other uses, the city may in its discretion, make adjustments in the minimum charge and in the use charge as may be equitable.
(E) For the service rendered to the city, the city shall be subject to the same sewer charges hereinabove provided or to sewer charges established in harmony therewith.
(F) The user charges and debt service charges set forth in division (A) above shall be changed, as necessary, annually by the Common Council in accordance with the definition of “sewer charge” in § 52.01.
(G) All applicants for service shall pay a cash deposit equal to the amount of service for any regular billing period plus 30 days as estimated by the company as a guarantee against the non-payment of bills for service. Such cash deposit minus any unpaid amounts for service rendered the customer shall be returned upon the discontinuance of service.
