No free service of the gas utility shall be furnished to any person, firm, organization, or corporation, public or private, and all rates and charges shall be nondiscriminatory; provided, that the Common Council reserves the right to impose special rates and charges in cases where particular circumstances render the regular rates inadequate or unjust. If the city should elect to supply itself with gas for any purpose, regular rates therefor shall be charged against the city, and payment shall be made from the General Fund to the Gas Utility Fund.
