§ 50.50 RATES.
   (A)   Established. The following schedule of rates and charges, and regulations herein pertaining thereto, are hereby established, adopted, and approved for the city municipal natural gas utility in furnishing gas and rendering services thereby to it respective customers, as hereinafter set out, and based on the amount of gas supplied during each monthly billing period, unless otherwise stated herein. This schedule is available for natural gas service to customers of the city municipal natural gas utility.
   (B)   Character of service. Natural gas supplied under this schedule is sold on a “firm gas” basis and shall be supplied through a single delivery point and be separately metered. All natural gas delivered under this rate schedule is for the exclusive use of the customer and shall not be resold.
   (C)   Measurement and billing. For measurement purposes, the volume of natural gas delivered under this rate schedule shall be measured in 1,000 cubic feet units. For billing purposes, the volume of natural gas billed under this rate schedule shall be billed by the MCF (1,000 cubic feet). Bills shall be rendered on a 28- to 32-day billing cycle.
   (D)   Billing period rate. For all natural gas delivered.

   (E)   (1)   Gas cost adjustment. Bills for service rendered under this schedule are subject to adjustments for increases or decreases occasioned by changes in the cost of purchased gas on the basis of a gas cost adjustment tracking factor determined as follows and approved by the city’s Utility Board from time to time. All gas billings for service rendered by the city’s municipal gas utility are subject to adjustments occasioned solely by changes in the cost of purchased gas, including all transportation costs and other costs related to the purchase and delivery of gas to the city. At its discretion, the city may revise its gas cost adjustment tracking factor on a monthly, quarterly, or semi-annual basis. The gas cost adjustment tracking factor may include reconciliations of prior over or under collections of gas costs resulting from prior estimated purchased gas volumes and costs.
      (2)   The base rates and charges set forth in this subchapter are based upon the following gas costs:

      (3)   The gas cost adjustment tracking factor shall be based upon the incremental increases or decreases in gas costs as compared to the base cost of gas embedded in the base rates and charges for gas service.
