As prescribed in S.C. Code Section 5-7-40, the town may:
(A) Own and possess property within and without the corporate limits, real, personal or mixed, without limitation, through passing a resolution at a public meeting;
(B) Sell, a lien, convey, lease or otherwise dispose of personal property and in the case of a sale, alienation, conveyance, lease or other disposition of real or mixed property, through passing an ordinance at a public meeting.
