Notwithstanding any other provisions of the Town of James Island Municipal Code, it shall be a public nuisance for any person to discharge or permit the discharge of any fireworks between the hours of 11:00 p.m. and 9:00 a.m. of the following day, except that on December 31 the permitted hours shall be from 9:00 a.m. until 1:00 a.m. of the following day.
