(A) Special meetings and work sessions. Special meetings and work sessions may be called by the Mayor or by request of any three members of Town Council. Notice shall be given to each Council member, the Town Clerk and the business office of each local newspaper, radio and television station which has on file a written request for notice of special meetings, and may be delivered by mail, by e-mail, by electronic facsimile (fax), or by personal delivery. Work sessions should be scheduled at a time convenient for four of five members of Council.
(B) Location of meetings. Council meetings shall be held within the jurisdictional boundaries of the town. Work sessions may be held outside the town limits, if no deliberations toward a decision are made. Inter-jurisdictional meetings may be held outside town limits, but should be as close to the town as practical. No Council meeting shall be held at any place where discrimination on the basis of an individual’s race, religion, color, sex, national origin, ethnicity, marital status, familial status, age, sex orientation, source of income, or disability, is practiced. For this purpose, meetings do not include visitations or attendance at any national, regional, or state association to which the Town Council belongs.
(C) Notice of regular meetings, special meetings, work sessions, and emergency meetings. Advance notice of at least 24 hours shall be provided for all regular and special meetings, work sessions, and executive sessions. In the case of an emergency meeting or when a state of emergency has been declared, notice appropriate to the circumstances shall be provided and reasons justifying the lack of 24-hour notice shall be included in the minutes of such meeting. Notice for all meetings shall include written notice to all news media which requested notice.
(D) Public attendance. Except for properly called executive sessions, all meetings and work sessions shall be open to the public.
